May enact rules and regulations pertaining to the prevention of disease and the promotion of public health in the area over its jurisdiction. Not to be less effective than or in conflict with rules and regulations promulgated by the State Department of Public Health. The City health officers shall have all powers vested by law in county health officers. One Commissioner and one Council member serves as ex officio.
