Yes. This is called a Public Transport Business License. The fee is $110 annually. Any person that transports passengers for the company must also have a public transport drivers permit and this is a $20 fee. City Clerk - Liquor Licensing

The City Clerk’s Office is responsible for liquor licensing within the City. They are located at 2101 O’Neil Ave., Room 101, (307)637-6346. Pursuant to authority granted cities and towns by Wyoming Statutes, the sale, consumption and related activities of alcoholic liquors and malt beverages must be in compliance with Wyoming Statutes and City Code. If you plan on selling or serving alcoholic beverages contact the City Clerk’s Office for further information. If the premises you are considering placing a liquor license is not located in city limits, but is in the County then you would contact the County Clerk’s Office, 309 W. 20th Street., (307)633-4264. |

The chief of police may issue a consumption permit to applicants requesting to consume or carry malt beverages in the following public parks: Lions Park, Frontier Park, Holliday Park, Mylar Park; and in Brimmer Park and the Converse Softball Complex in conjunction with softball tournaments approved by a representative of the city parks and recreation department. The chief of police may issue a consumption permit to applicants requesting to consume or carry champagne and/or wine in designated areas in Lions Park, Holliday Park and Mylar Park in conjunction with a private ceremony, reception or similar event. The designated areas allowed are those which can be reserved through the city parks division. Prior to consumption permits being issued, an applicant shall provide the city with a written release, indemnification and hold harmless agreement and agree to assume responsibility relative to liquor liability coverage as approved by the city’s risk manager or city attorney. If you are just satisfying your curiosity and you don’t have a legal description of the land in question, one approach is to start at the Laramie County Assessor’s Office with as much information about the parcel’s location [street address, street or highway frontage with nearby intersection, etc] as you can gather. You should emerge from the Assessor’s Office with the current taxpayer of record [which is not necessarily the owner] and a legal description of the parcel. This information may be dated. Next go to the Real Estate Office of the Laramie County Clerk with the legal description in hand to see if there have been any changes in the parcel’s ownership since the date the Assessor’s information was last updated. City Treasurer

The State of Wyoming imposes a 4% sales tax on the purchase of goods. The City imposes an additional 1% optional tax that is renewable every four years. The current tax expires in FY2010. The City can also impose an additional 1% tax for specific purposes (SPT). The current SPT expired in February of 2008. The tax was renewed by a vote of the people in May of 2008. The new SPT will become effective on October 1, 2008. |

Vouchers are approved every Monday at either the regular City Council meeting or at a special noon meeting of the City Council when they are not meeting in regular session. The checks are released following the approval by City Council (available every Tuesday). |

All lands in the City of Cheyenne must be platted and hooked up to water and sewer. The development shall meet all zoning requirements set forth in the zone district in Title 17 of the Cheyenne City Code 2002. In addition, development of land may include street improvements as well as extension of water and sewer facilities. There are many processes (see Document below) that may be applicable to your specific development and you should plan on meeting with staff prior to submittal to discuss some of the financial and infrastructure implications your project will incur throughout the process. The Zoning Ordinance is a set of guidelines adopted by the City Council to regulate the use of land, the location, size and height of signs and buildings, and the size of lots, yards and other open spaces. Zoning tells you what you can use your property for and what you can build on it. Each address in the City of Cheyenne has a zoning designation attached to it. In order to find out the zoning classification for a property, call the City Building & Development Office at (307) 637-6282. Be sure to have the address or legal description handy. Staff will need the location in order to look up the designation. |

Accessory building(s) can not exceed 15% of the total square footage of the lot. Accessory structures must meet the setbacks for the district which the site is located in. If a detached garage is accessed by an alley, the building shall be a minimum of 6’ from the rear property line, otherwise it may be as close as 3’. |

It is the responsibility of each property owner to determine the location of his or her lot lines. An abstract will give you the dimensions of your property; however, locating the property pins located at the corners of your lot will help you determine your property boundaries. If you cannot find your property pins, you need to consider hiring a licensed land surveyor to survey your property. The City does not survey private property. |

The height limitation of a fence within a building setback adjacent to a street is 4’. A fence placed behind the building setback can be as tall as 6’ in residential zones. As these are generalizations, it is recommended that you consult with the City Building & Development Office prior to constructing a fence on your property. If you wish to conduct a business in your home, you must apply for a Home Occupation permit. Any gainful occupation conducted out of the home (excluding work you bring home from the office) requires a Home Occupation permit. Permits are commonly applied for home office, handicraft productions, studios, etc. It is highly recommended that perspective home business people discuss the criteria with staff prior to submittal of the application. The Zoning Ordinance (See Link to Zoning Code below) provides regulations that identify where various types of land uses (such as residential, commercial, parks and industrial development) can be located as well as specifies the dimensions of parcels and where buildings can be placed on a lot. The Zoning Ordinance is part of the City Code and promotes the general health, safety and welfare of Cheyenne inhabitants; protects and enhances the quality of life for Cheyenne residents; protects and preserves peace and aesthetics in Cheyenne; protects the tax base; allows development in a way that encourages preservation of scenic vistas, environmentally sensitive lands and historic structures; promotes well-planned commercial and residential structures; provides safe and efficient vehicular and pedestrian circulation; and prevents development susceptible to natural disaster. A master plan is a policy document designed to guide the future development patterns of a particular area of Cheyenne. The document contains the goals, policies and action plans for a specific area’s future development and identifies community character, appropriate land uses, public facilities and circulation needs and other goals to ensure a vibrant community. Cheyenne has been divided into a number of areas called zoning districts. Each district has zoning regulations that govern the use and development standards for that district. The zoning map identifies what zoning district a property lies within. The Zoning Ordinance contains the list and regulations for each zoning district. |

The Planning Commission hears testimony from the public regarding development actions and gives a recommendation to City Council. The Commission reviews zone changes, plats, vacations and revisions to the Zoning Ordinance. Members of the Planning Commission are appointed by the Mayor. It is comprised of 5 - 7 members with various skills and knowledge. |

The Board of Adjustment serves the purpose of hearing appeals to the Zoning Ordinance. The Board reviews the application and carries the authority to either grant or deny applications for variances, Board approvals and appeals of administrative decisions. The Board consists of seven members appointed by the Mayor. |

In general, the City has a policy which would allow temporary signs and/or banners on City owned land for City sponsored events or not for profit organizations. Assuming your organization falls under the parameters of this policy, any sign to be placed in the right of way (roadways) needs to be approved by the City Engineer's office through a written request. Additionally, any sign to be placed in other City owned land shall be approved by the appropriate department head through a written request. Yes. All signs are regulated by Chapter 17.128, Signs of the Cheyenne City Code 2002 and require a permit in order to be erected. This ordinance, among other things, regulates the size, placement and height for all signs on buildings and sites. This depends on what type of permit it is and what departments are required to see that type of permit. The process for residential additions, remodels or detached structures can take 5 to 10 business days. The process for new residential can take 10 business days or more. There is a possibility that you may be eligible for a Driver Improvement Program through the Wyoming Safety Council. You must FIRST bring the bond that is on the bottom of your citation, along with the citation to Municipal Court BEFORE your court date. We are unable to offer the school after the court date and time. Ask at the counter and we will be able to tell you if you are eligible. If you are eligible, we will have you post the bond and sign up with us. There is certain criteria that must be met in order to be eligible for the Driver Improvement Program. We do not put the school on and we do not schedule the dates. You will have to contact the Wyoming Safety Council at (307)635-4592 or go to 1502 Logan Ave. The course is 4 hours and you will have 30 days to complete it. In order to have it count toward the ticket, you may not take the driving school prior to signing up with the Municipal Court. |

By state law recruits are paid employees of the department while attending the POST certified academy and live where they choose in the metro area if conducted by the Cheyenne Police Department in Cheyenne. In the event the department hires a minimal number of officers, they may be sent to the Wyoming Law Enforcement Academy in Douglas, WY, 120 miles north of Cheyenne. During attendance at WLEA officers are free to return to Cheyenne on weekends. |

Our first priority is to keep the main arterial streets open. We also ensure that we keep the access open to critical facilities such as the hospital and fire departments. Our second priority is to plow around schools and designated problem areas, such as problem hills and intersections. Other than hills and problem spots, we do not normally plow residential streets. For snow events over five inches the City will plow residential streets enough to make them passable. |

We normally apply a dust control product to our gravel roads twice a year, spring and fall. The product we apply is a liquid magnesium chloride product designed for deep soil penetration and maximum control of dust |

The product we put on the street to melt ice and snow is called Ice Slicer. Ice Slicer is naturally occurring complex chloride ice melter consisting of synergistic trace minerals plus sodium, magnesium, potassium, calcium chlorides and grit. Mined from ancient buried mineral deposits in central Utah, Ice Slice is protected from the buildup of alkalis and pollutants. Thus, Ice Slicer is a very low corrosive ice melt. Due to its hard crystalline structure, Ice Slicer can provide immediate traction whenever applied. Some users refer to it as “dissolving sand” because it doesn’t leave high volumes of residues as it breaks down. With naturally occurring trace minerals and very low alkalinity, Ice Slicer is also less harmful to roadside vegetation. Ice Slicer’s natural brown color enables it to use the sun to provide additional melting power. It dissolves slowly and stays on roadways longer to help prevent freezing of new snow or ice so it is more effective over a longer period of time than ordinary salt. |

The street lights in Cheyenne are maintained and repaired by Cheyenne Light Fuel and Power. Citizens can call Customer Service at (307) 638-3361 with the location of lights that are not working. We realize this is very frustrating and apologize for the inconvenience. Our snow plow drivers are instructed to keep from getting snow on the sidewalks as much as possible. However, with some streets, there is simply nowhere to put the snow other than over the curb and onto the attached sidewalk. |

The City will plow residential streets enough to make them passable after a major snow event. This may not take place for several days since all major streets must be cleared first. We do not routinely plow residential streets that are passable because of limited capability and the problem of where to put the snow. A windrow (a line of piled snow) along the side of the street blocks cars and driveways and takes much longer to melt when the weather warms. |

Considering the relative few days that we have snow and the fact that it normally stays only a few days, it doesn’t make economic sense to spend an additional several hundred thousand dollars for the manpower and equipment to have this capability. |

We try not to throw snow onto the sidewalk, but slowing down is not always the answer. Slower means fewer road that gets plowed and sometimes the trucks lose traction at slower speeds and can’t move the snow. |

Several conditions can cause browning leaves: 1. Drought conditions can cause leaves to turn color and/or dry up. Drought or lack of water causes the outer edge of the leaf to brown progressing to the main leaf vein. 2. Herbicides can cause leaves to change color and/or turn brown. Frequently, herbicide damaged leaves will distort in shape and then turn brown or fade in color very rapidly. 3. Various insects such as aphids, leaf hoppers, and other sap feeding insects will cause leaf discoloration. 4. Spider mites and microscopic eriophyid mites cause leaf discoloration. 5. Most herbicides are used in lawns to kill broadleaf plants. Trees and shrubs are broadleaf plants. Minimal herbicide use near trees and shrubs will help promote healthier trees and shrubs. Lawn grass is more detrimental to tree and shrub growth than broadleaf weeds. Some herbicides used in lawn care can stay in the soil and build up in concentration during frequent and heavy applications of weed killer chemicals, thereby slowly or quickly, depending on tree health, causing damage to tree roots. Whatever calamity befalls roots, so too will it affect the limbs and leaves. If spray drift from herbicides used for lawn care gets on tree or shrub leaves it will cause the leaves to die, deform, or discolor. |
|

Insecticides should be used as a last resort. Many common insecticides are extremely toxic to birds, fish, pets, and humans -- especially children. Frequent pesticide use actually promotes the target insect pest to develop resistance. A few insects may survive a specific insecticide treatment. These survivors then go on to have progeny that have a higher chance of also resisting future specific insecticide treatments. Many insecticides will also kill beneficial insects, which can lead to a spider mite problem. Safe and effective pesticide use requires that the label is read and followed. Temperature, wind, and precipitation, as well as the right pesticide application for the problems are critical factors in successful and safe pesticide application. Decrease the need for insecticides by planting trees and shrubs that are suitable to our climate. Keep the trees and shrubs healthy with sufficient water, and fertilizer as needed. Be careful not to underwater or over-water the trees and shrubs. Avoid any kind of damage to the trunk and root system. Use a mulch around the base of the tree, in as large of an area as possible, to eliminate lawn grass competition and the need to use mowers and string trimmers right next to the bark. |

Aspen trees and some of the apple tree varieties have brown/black spots on their leaves. This is various leaf spot fungus. Trees with leaf fungus problems are best treated when the leaves are not on the trees. In the fall after leaf drop, thoroughly rake up and throw away the leaves. Overwintering leaves are a source of infection the following spring. If your trees have leaf fungus problems every year, spraying with a fungicide in the spring as the leaves are emerging from the buds and one or two more times during the summer, will reduce the leaf fungus problems. Don’t panic. One of the most important things that a parent can do to help their child with their homework is to first provide a quiet, supportive environment. Second, if you come to a math problem you do not feel comfortable in helping with, think of resources that you could access that can help. Can your child call a friend in the same class? If you have internet access, there are many FREE sites that can provide free, online assistance. Simply type key words like “Algebra Homework Help” in the search box. Also remember that all the schools in School District Number One provide educational assistance. Begin by contacting your child’s counselor/principal to inquire of services available within your child’s school. Many teachers are available before, during and after school to provide help. You may also contact the Educational Coordinator at the Office of Youth Alternatives and inquire about the evening homework/tutorial services. |

You know your child better than anyone. It’s good you’ve noticed how your child is doing. There are things you can do before you consider counseling: -Talk with your child about how he is doing and feeling. He may know what’s bothering him and what he would like to have done about it. -Offer some encouragement: both in words and in rewards if appropriate. -Remind him of his strengths and past successes. -Help him figure out what might help. -Offer your help and resources to change the situation. -Give it a little time to get better. If these don’t help, then it would be time to consider counseling. There are a lot of different types of counseling. At Youth Alternatives we primarily do family counseling. If the problems involve parenting issues, teen-parent conflict, or other behavioral problems we may be able to provide assistance. If you aren’t sure but would like some help in figuring out what to do, please call and we will assist you or make a referral to a place that can help. |
